The administrative assistance in river basins faces many law enforcement challenges in the modern collaborative development of river basins. Taking administrative assistance in the supervision of water traffic safety as the starting point, the realistic dilemma of administrative assistance behavior in the basin is from the perspective of specific behavior. Current practices reveal problems at various stages of the administrative assistance for water transport safety supervision-authorization, initiation and operation, and completion-including incomplete legal norms, immature administrative organizations, imperfect law enforcement procedures, and unclear attribution of responsibilities. In this regard, the overall, coordinated, and standardized law enforcement logic of water transport safety supervision should be established. In terms of norms, efforts should focus on solving the problems of a scattered and vague normative basis for the administrative assistance in river basins. In terms of organizational structure, it is necessary to clarify the entrustment mechanism and the leading organs, establish a joint law enforcement system, and improve the cost-sharing mechanisms for law enforcement. To optimize law enforcement procedures, it is necessary to clarify the initiation conditions, strengthen information sharing, and build a sound joint operation system for water transport safety supervision. In terms of the attribution of responsibilities, classification and discussion based on practical circumstances are warranted, with comprehensive consideration given to the influence of both legal and economic factors.
