Spatial planning and sustainable development of the Yellow River Basin from the perspective of collaboration

Since the release of the strategy for ecological protection and high-quality development in the Yellow River Basin, how to strengthen the cooperation of the whole basin in the planning is an urgent problem to be solved. This paper takes nine provinces in the Yellow River Basin as the research object, uses the planning word cloud, ROSTCM6.0 and other methods to sort out and summarize the rules of provincial territorial spatial planning in the Yellow River Basin, analyzes the deficiencies in cooperation and cooperation. The results show that: ① Insufficient coordination exists among the entire basin, internal and external spatial layout; ② The basin lacks an established ecological compensation mechanism, and the collaborative cooperation mechanism is not yet perfected. The cooperation will provide theoretical and practical guidance for formulating territorial spatial planning in the Yellow River Basin, proposing planning paths and development strategies of prohibition, control, guidance, and restoration for overall planning and sustainable development: ① Implementing policies tailored to local conditions; ② Promoting ecological economy with sector compensation; ③ Advancing unified management and coordination of water and soil. This paper puts forward some strategies for the Yellow River Basin’s territorial spatial planning and sustainable development.
