In order to make college physics teaching satisfy the requirements of the course and connect with the subsequent professional courses of science and engineering, we have conducted a research on the blended teaching of college physics based on the concept of Outcome-based Education (OBE). This paper takes the content of “conservation of angular momentum” in college physics course as an example to demonstrate the design and implementation of on-line and off-line hybrid teaching under the OBE teaching mode with four components including “learning objective planning, teaching activity organization, learning result assessment, and continuous improvement of the process”. The design and implementation plan can be extended to other contents of college physics teaching, and effectively improve the students' learning quality and learning effect.
