In the context of China's national rural revitalization strategy and cultural tourism integration policies, public cultural facilities serve as carriers for both cultural revitalization and industrial development, with their construction standards directly affecting regional sustainable development capacity. This paper focuses on the structural dilemmas facing rural public cultural facilities in Southern Shaanxi: inadequate and imbalanced facility supply, insufficient resource conversion efficiency, and rigid operational management mechanisms. It analyzes the underlying causes, including the region's singular industrial structure, limitations of government-led models, and the absence of pathways for transforming cultural productivity. The research innovatively proposes a four-dimensional collaborative mechanism of "culture-facilities-industry-people" and constructs a theoretical framework for cultural tourism integration. Through systematic analysis of Southern Shaanxi's distinctive cultural resources and tourism elements, the study presents a four-fold optimization approach: spatial quality enhancement, cultural refinement, industrial upgrading, and management revitalization. The research findings provide theoretical foundations for resolving the inefficiency predicament of rural public cultural facilities in underdeveloped regions, aiming to narrow urban-rural disparities and activate regional economies. This work offers practical insights for innovative models of cultural tourism integration under the rural revitalization strategy.

Under the Healthy China strategy, the community living circle has become a new approach to the rational allocation of medical and health resources and reconfiguring health service delivery. By systematically analyzing the collaborative mechanism between the healthy community living circle and the healthy city, using POI data and remote sensing imagery to identify urban health resources, and employing the two-step moving search method and the Shannon-Weiner diversity index, this study investigated the spatio-temporal distribution characteristics of health resources in the High-Tech Zone of Xi'an, thereby rationally allocating health resources and optimizing the supply of service facilities. The research findings are as follows: ①The mutual cooperation between humans and the environment is the core of the healthy community living circle. Reconstructing the healthy community living circle requires an integrated approach that includes the material environment as the foundation of health, the facility carriers that ensure the continuity of health, and the shared and co-governed spatial management. This creates a coupled framework for the concept of a healthy city collaborative living circle, promoting a shift in the construction approach from a non-damaging health perspective to an active intervention. ② The evaluation indicators for health resources are complex. By analyzing the pathways through which supporting facilities affect health, they are integrated into accessibility of health resources, efficiency of safety and disaster prevention, friendliness of daily activities, and guidance of healthy humanities. Through further refinement of these indicators, the evaluation system for the healthy community living circle is reconstructed. ③ The distribution of facilities is closely related to their geographical locations, with significant differences between different types of facilities. The impact of facility accessibility on the reconstruction of healthy communities decreases with the centrality. ④ The related planning of a healthy city and the reorganization of living circle planning require a clear planning process, the construction of a resilient transmission system, and the optimization of the spatial composition of each level of living circle, with differentiated needs being met through graded and categorized supply.
In the context of promoting the concept of green development deep into the countryside, to achieve economic and social green transformation and ecological civilization construction. The development of circular industry has become the optimal path for underdeveloped regions to break through the double constraints of economic lag and ecological fragility, and realize the sustainable development of rural areas. This study aims to explore the driving and check-and-balance relationship among the four elements of “people-land-industry-waste” in the process of rural industrial evolution from 2016 to 2020. Three cities were also taken from the Qinba mountainous region of southern Shaanxi Province, China. The specific mechanism was proposed to realize the high-quality development of rural circular industry under the guidance of "integration of production, living, and ecology". Then the evaluation index system was constructed for the high-quality development of the rural circular industry with the framework of the four elements of "people-land-industry-waste". The development level of the rural circular industry was also measured using the entropy, kernel density, Dagum's Gini coefficient, and barrier coefficient. The obstacle factors were identified in 28 counties (districts). The results show that: 1) The development level of the rural circular industry in the study area showed an annual increasing trend, with Ankang City, Hanzhong City, and Shangluo City ranking from largest to smallest. A significant difference was observed in the dimension of production development and waste treatment dimension. While there was the reverse development state of this two dimensions; 2) The gap between districts and counties was ever shrinking to significantly weaken the polarization. The inter-group difference was attributed to the gap among the three cities. The degree of differentiation among Ankang, Hanzhong, and Shangluo was ever ever-increasing, but there was the narrowing degree of differentiation between Shangluo and Hanzhong; 3) The main obstacles were responsible for the development level of rural circular industry in the whole dimension of production development, the effective utilization coefficient of chemical fertilizer, effective utilization coefficient of machinery, multiple cropping index in waste treatment, the total per capita agricultural GDP and rural employees in people's welfare. Mechanical science and technology, industrial structure, production efficiency, and personnel input were the main factors to hinder the development of the rural circular industry; 4) Some recommendations were proposed for this region in the future. The layout of the circular industry should be adjusted to balance the cycle with the rural settlement environment as a whole. The efficiency of material and energy circulation was enhanced within the entire rural system. The working mechanisms were established, such as the regular scheduling, observation exchanges, and joint supervision. At the same time, the cooperative relationship with universities, research institutes, and enterprises can be expected to strengthen for the current rural circular industry, in terms of the practitioners, facilities, technology, and industrial structure.
