Research on large-scale instrument demonstration in university asset allocation

In recent years, the country has vigorously promoted the open sharing of large-scale instruments and the construction of shared platforms, placing a significant emphasis on equipment sharing and usage efficiency. These policy changes aim to enhance the efficiency of scientific research instruments, promote resource sharing, optimize resource allocation, reduce the risks associated with scientific projects, and ensure alignment with national policies and strategic goals. Against this backdrop, the justification work for large-scale instruments in universities has become particularly crucial. It not only constitutes the primary link in the lifecycle management of university assets but also serves as the foundation for ensuring rational allocation and efficient utilization of resources. This process plays a vital role in advancing scientific research. Given new challenges, the justification mechanisms need to continuously improve to remain pertinent and effective, ensuring that scientific decision-making is more precise and reasonable.

Over the years, universities have made significant strides in developing methodologies and procedures for the feasibility justification of acquiring large-scale instruments. Institutions have explored ways to optimize decision-making processes, ensuring comprehensive instrument procurement assessments and accurate audits regarding human, material, and financial resources. These efforts have enhanced the effectiveness of supervision and management systems. To adapt to the requirements of large-scale instrument management in the new era, Peking University has implemented differentiated justification strategies based on the characteristics of various shared platform levels, including funding sources, scale, and policy requirements. This approach improves work efficiency while ensuring rational investment decisions. The university employs various organizational forms in the justification process to enhance professionalism and efficiency. By relying on a database of experts and leveraging its own advantages, the university dynamically selects justification experts. These experts bring their technical knowledge and comprehensive analytical capabilities to the forefront, ensuring that procurement decisions align with the school’s long-term strategy. This optimization supports the open sharing of large-scale instruments and fosters the university’s broader developmental goals.

[Conclusions and Prospects]

The justification work for allocating large-scale equipment in universities has evolved to incorporate differentiated strategies, flexible forms, and precise expert selection. Additionally, there is a move toward integrating new technologies, such as artificial intelligence, into future endeavors. Moving forward, it is necessary to continue optimizing the cross-entity coordination mechanism for justification purposes. Understanding elements such as machine time scientifically, establishing a unified naming system, standardizing the acquisition of machine time data, and developing a unified information platform are critical. These measures will enhance both the scientific validity and effectiveness of the justification process. Moreover, leveraging artificial intelligence and other technologies can strengthen informatization construction and support more informed scientific decision-making. The justification work should adapt to the evolving national strategy for scientific and technological development, aligning with national policies and university development strategies. Ensuring the scientific, rational, and efficient allocation of resources should contribute to the healthy development of university affairs and provide solid support for the country’s technological innovation and academic discipline construction.

Laboratory is a place to carry out experimental research, and is one of the basic conditions for teaching and scientific research in colleges and universities. China Association of Higher Education Laboratory Management Branch is an important laboratory management research and exchange platform in China, and has always been committed to promoting academic research and exchange and cooperation in this field. This paper gives a comprehensive introduction to the history of the branch, expounds the measures taken by the branch to build a high-level academic exchange platform, and builds a core think tank for laboratory management with laboratory safety management, large-scale instrument sharing and experimental teaching platform construction as the starting points, so as to help the high-quality construction of university laboratories in the new era.
