Abstract

In face of challenges such as the fragmented, delayed updates, and difficulties in cross-cultural implementation of global digital education standards, the World Digital Education Alliance has issued an initiative and compiled the International Digital Education Standard System Framework 2025, providing theoretical support for forming a global consensus on the digital education standard system. This paper interpreted the document from five aspects: system framework review, construction principle, core model, localized application mechanism, and value commentary. Among them, this paper mainly elaborated on the three-dimensional model of the system framework, pointing out that this model consisted of business domains, business levels, and scenarios/topics, which can transform complex standardization needs into a visualized three-dimensional map. At the same time, it thoroughly analyzed the localized application mechanism centered on “layered application + demand matrix”. The interpretation work in this paper can offer theoretical reference and implementation pathways for various countries or regions in formulating digital education standard plans and promoting the localized application of digital education standards, thereby contributing to the understanding, adoption, and implementation of this system framework.
