From the perspective of the theory of new quality productivity, this paper systematically analyzes science and technological ethics issues and governance paths generated in the process of artificial intelligence empowering water resource sharing. Among them, science and technological ethies issues such as data hegemony, data gap, algorithm black box, technology dependence and responsibility ambiguity are essentially the concentrated manifestation of the mismatch between production relations and productivity in the development process of new quality productivity. The causes mainly involve the competition for water resource data driven by capital logic, the imbalance in the distribution of water resource data collection infrastructure, the algorithm limitations, technical characteristics and cognitive biases of artificial intelligence, as well as the lagging of legal and regulatory frameworks. Therefore, corresponding governance countermeasures should be improved from five dimensions: constructing a water resource data governance framework, strengthening the construction of digital inclusiveness in water resource field, promoting algorithm governance in artificial intelligence empowering water resource sharing, establishing a technical management system for artificial intelligence empowering water resource sharing, and improving laws, regulations and regulatory mechanisms, in order to promote the ethical and compliant application of artificial intelligence in the water resource field and help new quality productivity achieve healthy, fair and sustainable development.
