How Does Research on Collaborative Governance Differ in a Chinese Context? A Systematic Review

Abstract

This study systematically reviews 453 empirical studies on collaborative governance found in core journals, including 174 studies that focus on the Chinese context, to explore how Chinese studies differ in terms of themes, methodologies, and focal points as compared to international practice. Collaborative governance in China is distinct in its emphasis on the public sector's central role in addressing localized issues, such as rural revitalization, digital governance, and regional environmental collaboration. Unlike international studies that often highlight public-private partnerships and civil society engagement Chinese research prioritizes intergovernmental collaboration, reflecting China's unique hierarchical administrative structure and the prominence of public institutions in policy implementation. Chinese studies also demonstrate methodological innovation by incorporating tools such as evolutionary game theory to model multi-party interactions, content analysis for policy evaluation, and synergy metrics to quantify the effectiveness of collaborative efforts. These approaches enrich the analytical precision and provide insights into the unique dynamics of collaborative governance in China.

Thematically, Chinese research often focuses on the positive outcomes of collaborative governance, such as enhanced public service delivery, reduced environmental pollution, and improved social equity. Hierarchical interventions, including vertical directives from higher government levels, and digital enablement through technological tools are identified as the key drivers of successful collaboration. For example, digital platforms enhance transparency, streamline coordination, and provide real-time data that enable effective decision-making in complex governance scenarios. In contrast, international studies frequently explore collaborative governance's challenges, such as inefficiencies, role ambiguities, and increased transaction costs, reflecting a more balanced view of its potential risks and rewards.

This systematic comparison highlights how local governance structures, cultural norms, and administrative priorities shape research on collaborative governance. While the Chinese context provides fertile ground for advancing localized theoretical frameworks, it also underscores the need to address challenges such as the scalability of collaborative practices and the conditions under which they remain effective. Moving forward, research on Chinese collaborative governance should expand its methodological diversity, incorporate comparative studies with international frameworks, and further investigate those factors that either limit or enhance performance in different administrative and socio-political contexts. These efforts will strengthen the theoretical underpinnings of collaborative governance while ensuring its practical relevance to address China's evolving governance needs.
