Aiming at the problem of imperfect suitability analysis system of offshore wind-salor complementary development, this paper establishes a suitability analysis framework for offshore wind-solar integration based on geographic information systems(GIS) and an improved multi-criteria decision-making method. To reduce subjective bias, an interval valued intuitionistic fuzzy analytic hierarchy process(IVIF-AHP) is proposed to calculate indicator weights. Additionally, to more accurately reflect decision-makers′ preferences, a preference ranking organization method for enrichment evaluations Ⅱ(PROMETHEE Ⅱ) is employed to derive the suitability index. Finally, the decision-making framework is applied to an example of suitability analysis of offshore wind-solar complementary development in Shandong Province, which provides a reference and theoretical support for the subsequent construction of offshore wind-solar complementary power plants in Shandong Province.
