Measurement and evaluation of rural revitalization levels based on tourism guidance and influencing factors

Rural tourism is an effective way to promote rural revitalization. The evaluation index system of building of rural tourism development guiding rural revitalization, and the studies and judges based on rural revitalization of rural tourism development, will provide theoretical basis for the optimization of rural revitalization path.

Based on the mechanism of tourism guided rural revitalization and the connotation of rural revitalization, a measurement index system for the level of rural tourism guided rural revitalization was constructed, including five subsystems: industrial prosperity, ecological livability, civilized rural culture, effective governance, and affluent life, as well as 22 measurement indicators such as the proportion of tourism employees, the degree of life informatization, the proportion of tourism income to total rural income, garbage disposal rate, and the satisfaction rate of villagers with public cultural services. The Delphi method, analytic hierarchy process, and weighted sum scoring method were used to comprehensively evaluate the level of rural revitalization guided by tourism, taking Guanshe village, a national key village for rural tourism that integrates scenery and villages, as an example. The obstacle degree model and natural breakpoint method were used to identify important, main, and general factor indicators that affect the level of rural revitalization.

The comprehensive score of tourism guided rural revitalization in Guanshe village was 96.18 points. From the index score of the criterion layer, industry prosperity > ecological livable > life affluency > rural civilization > effective governance, with industry prosperity scoring the highest (26.57) and governance effectiveness scoring the lowest (10.14).

The level of rural revitalization of Guanshe village is at an excellent level, tourism plays a significant role in guiding its industrial prosperity and ecological livability. But the effective effect on governance is weak, based on this, the author put forward the improvement of tourism supporting services, extending visitors stay, improving the mechanism for mass participation, enhancing the villagers' sense of gain, strengthening the integration of agriculture, culture and tourism, extension of rural industrial chain and other countermeasures.
