abstract = {The value of data as a factor of production is realized through circulation and use. In publishing, data now supports content creation, technological development, resource allocation, and business-model innovation, but the absence of trusted mechanisms and adequate technical safeguards continues to impede its circulation. Suppliers may be unwilling or unable to provide data, data may not move effectively across organizational or domain boundaries, and users may struggle to translate available data into practical applications. These supply, mobility, and utilization problems are interdependent and cannot be resolved by a single technical tool or one-time data exchange. A trusted data space addresses these difficulties by controlling who may use data, for what purposes, within what scope, and under what conditions, while enabling recognition among participating parties. This study first clarifies the value and meaning of the circulation of publishing data elements, understood as the transfer and authorized use of data through openness, sharing, exchange, and transactions. It then identifies the principal bottlenecks that prevent circulation from generating value. Within this framework, a trusted data space is treated as an infrastructure for circulation and utilization that combines commonly accepted rules with trusted technologies. Its purpose is not simply to pool data, but to establish conditions under which different participants can share resources, coordinate use, and create value without surrendering legitimate control over data assets. Trust is thus treated as an operational capacity built through governance rules, technical safeguards, and verifiable interactions rather than as a general statement of willingness to cooperate. The enabling logic is explained through three connected layers. At the foundational layer, trusted governance supports authentication, authorization, traceability, and security across the data lifecycle; technologies such as blockchain-based certification and privacy computing may provide technical safeguards. At the resource-integration layer, standardized interaction mechanisms connect heterogeneous publishing data, reduce organizational and technical silos, and improve resource discoverability and availability. At the value-conversion layer, trusted interaction activates application scenarios and allows data to be used under the principle of data usability without unnecessary visibility. Together, these layers correspond to three core capabilities: trusted governance, resource interaction, and value co-creation. The study consequently proposes practical pathways in three dimensions: data supply, data utilization, and value realization. Publishing stakeholders should establish a trusted circulation environment and a system for supplying high-quality data; develop replicable, high-value scenarios that can support data use at scale; and build sustainable, market-oriented operating mechanisms through which data value can be realized. These measures require not only technical infrastructure but also shared rules, reliable governance, viable scenarios, and continuing coordination among participants. As standards and trusted data-space initiatives develop, publishing enterprises should move from passive adaptation to strategic planning and strengthen the availability, trustworthiness, interoperability, and circulation capacity of their data resources. The resulting framework provides a practical reference for data-driven innovation and high-quality development in publishing.}
