abstract = {Urban communities integrate multiple and complex risk factors. This paper was based on the public safety triangle theory, identified risk factors and hazards associated with communities, and developed a comprehensive risk assessment indicator system. Subsequently, a comprehensive urban community risk index model was established based on the analytic hierarchy process (AHP), which involved assigning weights to each risk indicator. This model integrates several aspects, including the level of hazard posed by emergencies, the vulnerability of disaster exposure, and the effectiveness of emergency management.}
